A person in federal prison, especially at the Butner federal complex, belongs in the Bureau of Prisons locator. Immigration detention uses ICE ODLS, and VINELink is best for custody-change alerts rather than a full case file.

Search North Carolina Custody
A statewide search works best as a routing process, not as one name search typed into every site. Start with what is known: the county of arrest, the sentencing court, the facility name, a DOC offender number, a federal register number, or an immigration A-number. If the arrest is new, the county jail is usually the first public record. If the person has been sentenced to prison, the NCDAC locator is the better starting point.
- For state prison, probation, parole, or post-release supervision, search the NCDAC Offender Public Information Search by name or offender number.
- For a recent arrest, identify the county that made the booking, then use the county jail roster through the County Directory.
- For a federal sentence or federal pre-release placement, search the Federal Bureau of Prisons inmate locator.
- For immigration detention, search ICE ODLS or contact ICE or the known facility if the online locator fails.
- For notice of release, transfer, or status change, use North Carolina VINELink / NC SAVAN.

County, NCDAC, BOP, ICE
North Carolina inmate records use different field labels depending on the system. A county roster may show booking number, charge, bond, housing unit, arrest date, and release status. NCDAC public-record guidance says basic conviction, time-served, sentence-length, admission, and release information may be public, while internal prison, medical, active-offender medical, behavior, classification, and community-supervision records can be confidential. County jail records face their own limits under the law-enforcement records statute.
North Carolina VINELink Alerts
VINELink, also called NC SAVAN in North Carolina records, is useful when the exact custody location may change. NCDAC's offender-information page describes it as free and confidential, with notifications by phone, email, text message, or TTY. It can include county jail inmates, state prisoners, probationers, parolees, and registered sex offenders. It should not replace the official jail roster or NCDAC record when exact fields are needed, but it can help track release and transfer events.

Use VINELink for alerts, then verify the underlying custody record with the jail, NCDAC, BOP, ICE, or the court system that owns the official record.
Public Records for Inmates
North Carolina public-records law begins with Chapter 132. G.S. 132-1 defines public records broadly as materials made or received in connection with public business by state or local agencies. G.S. 132-6 covers inspection and copies. The jail context is narrower because G.S. 132-1.4 treats criminal-investigation and criminal-intelligence records differently from ordinary public records. Ask for specific arrest, booking, custody, charge, bond, or release information rather than every investigative file.
NCDAC requests belong with NCDAC only when the person served time in a North Carolina prison facility or is part of probation, parole, or community supervision. The agency says it does not hold local, county, or city jail records. Local jail requests go to the holding county sheriff, regional jail, or local records custodian. Court records go to the North Carolina Judicial Branch, eCourts Portal, or clerk route.
